Whether from team sports or scientific research or quality circles in business, many people readily appreciate that the value of a group exceeds the sum of its parts.
In bringing rigor to common sense, scholars have focused on the connections between group members and the exchanges of information which take place among them as groups' key value multiplier, describing the institutions, rules, and relationships involved as "social capital."

Who benefits from multinational company activity in the developing world, and how? Few topics are more intensely debated or create more contrasting emotions than the merits and costs of global economic integration. And few topics demonstrate a greater need for a robust set of facts on which to base an assessment. McKinsey & Company's Global Institute recently completed a major research project, which finds that the overall economic impact of multinationals' investment on developing economies has been overwhelmingly positive, despite the persistence of host-country policies that can lead to negative, unintended consequences. Moreover, companies have only started to capture the large cost savings and revenue gains possible from operating in emerging markets. A recent example of cross-regional collaboration in development research comes from the program of this year's meeting of the American Political Science Association, produced by researchers from Mexico and the US. In a paper on "Measuring Political Democracy," Georgia Tech's Kirk Bowman, Fabrice Lehoucq of Mexico's Center for Economic Research and Instruction (CIDE), and Brown University's James Mahoney work to refine measurements of regime/policy type, a key topic in current analyses of development. Studying the countries of Central America over the 20th Century, the authors observe that "[c]ountry and regional experts are often skeptical of the scores offered by large-N, over-time indices of democracy. They worry that these indices incorrectly score 'their' cases. This paper provides an empirical basis for believing this skepticism is well-founded." Download: /file/289_Bowman et al. Craig Burnside's and David Dollar's article in the American Economic Review on "Aid, Policies, and Growth" (2000) reaches the conclusion that aid raises growth in a good policy environment, a result which has received considerable attention and won many adherents in development-policy circles. A new paper by Center for Global Development researchers William Easterly and David Roodman and the University of Minnesota's Ross Levine expands on Burnside's and Dollar's work, but nevertheless finds that "economists and policymakers should be less sanguine about concluding that foreign aid will boost growth in countries with good policies." The OECS Development Charter puts member states in a position to address concerns about the absence of a development framework for the region, and issue identified within the wider CARICOM area as a problem affecting development.
The Charter also provides the OECS with a guide to how the intergovernmental body deals with international trade negotiations.
The Charter also provides an instrument with which the OECS can now engage international financial institutions to discuss financial assistance.
