Canada Making a Difference in the World

In September 2002, Canada's International Development Agency released "Canada Making a Difference in the World," laying-out new priorities in Canada's foreign-assistance policies. Specifically, Canada's aid efforts will concentrate on countries with strong rule of law, and focus resources on priorities identified by recipient governments.
The report states that Canada will focus aid on states which have "demonstrated an ability to use aid effectively, through commitments to improve governance, respect human rights, and end corruption."
Moroever, this aid will focus on "a small number of sectors chosen in partnership with the recipient countries themselves, and based on the priorities identified in their national [PRSPs]."
The report commits CIDA to policies consistent with a "comprehensive development model...based on a set of broadly endorsed objectives, coupled with the recognition that there is no single path to development. This model underscores the need for a balanced approach which addresses the political, economic, social and institutional dimensions of development. It stresses the importance of getting governance right, the proper sequencing of reforms, the need for building capacity to ensure sustainability, and engaging civil society."
