NISER operates as a research and consultancy parastatal of the Federal Government of Nigeria. As stated in the NISER act of 1990, the Institute
* provides consultancy services to the Federal and State Governments, their agencies and organisations, in the field of economic and social development;
* conducts research into Nigeria's economic and social problems, with a view to applying the results;
* organizes seminars and conferences on problems of Nigeria's economic and social development, whether independently on or for the Government of Nigeria or its agencies; and
* cooperates with Nigerian universities, research institutes and other institutions in mobilizing the country's research potential for the task of national development.
