The Commission on Human Security began work in January 2001 on the initiative of the Government of Japan, responding to UN Secretary-General Kofi Annan's call at the 2000 Millennium Summit.

The Commission consists of 12 prominent international figures including Mrs. Sadako Ogata, former UN High Commissioner for Refugees, and Professor Amartya Sen, 1998 Nobel Laureate in Economic Sciences.
