Review of Japan's ODA Policies Underway

The Cabinet annoucement cites four major changes in the policy environment surrounding development assistance:
* Heightened attention to globalization, intensified by the terrorist attacks of 11 September 2001;
* Tthe increasing dominance in the development agenda of concepts such as sustainable development, poverty reduction, human security, and peacebuilding;
* Domestic budgetary pressures requiring greater program efficiency; and
* The proliferation of non-state actors in international affairs since enactment of the Charter.
