Netherlands Development Minister Sets Priorities for Governing Coalition

Minister van Ardenne's communication with the House placed special emphasis on education, the environment. HIV/AIDS, and reproductive health care, and lists ten keys to policy:

1. Integrating development policy into planning for other elements of the Netherlands' foreign policy;

2. Enduring coherence among all these policy elements, such as aid and trade, for example;

3. Implementing regional rather than national approaches;

4. A focus on Africa;

5. Coordinating and harmonizing delivery of aid;

6. Enahncing the private sector's role in development;

7. Promoting and implementing development partnerships;

8. Using aid to advance and reinforce sustainable development;

9. Development policies aware of international human and financial flows; and

10. Placing the Millennium Development Goals at the center of development strategy.
