Edited Volume Explores Role of Institutions in Development of Americas

The IDB's Fernando Carillo Florez both edited and wrote chapters for the volume.
He traces the links between democracy and the social institutions underlying development in this way: "The transition from a formal democracy to a real one demands solid democratic institutions, which much of Latin America does not have." Working clinically, Carrillo observes that "this leads us to a catalogue of deficits...including institutional weakesses, judicial branches that are not independent, weak congresses, electoral systems that are not transparent, the lack of checks and balances for exercising control, and the absence of accountability by public officials to citizens."
