USAID Administrator Comments on Millennium Challenge Account

AID Administrator Natsios describes the MCA as a "tool" in the hands of the forces of reform in developing countries. In the Bush Administration's view, the criteria for receiving MCA funds will serve as an incentive for developing-state governments to intensify efforts to establish the rule of law, revamp corrup political and economic institutions, and ensure citizens' human rights.
